Not a parasitic transfer bullshitter and a bit of a France specialist having lived and worked there for a while, so I'd trust both his judgement and his contacts. I bet so much talent choose other countries over England because of the stupid rules. Chelsea have been given work permits for that Nathan and now Kenedy and neither have played for full Brazil team, but we get turned down for Gueye who has about 26 caps and lived in EU for 8 years.. Some clubs sign non-EU youngsters and loan them out to EU leagues with less stringent rules for a few years. Arsenal did it with that full-back who was at Granada last season. Having also dealt with UKBA on numerous occasions I reckon your looking at a month max.
