He  didn’t book their player for giving away a pen , so he’s inconsistent with booking Mings   .. unless there is some law that any handball is a card ?

I think there is. It seems all penalty's for hand balls result in a yellow card.

Any handball is deliberate and should be booked IIRC.  It's harsh, but probably technically correct.
