In theory it shouldn't matter whether he meant to or not, whether he could do anything about it or not. At its essence, the handball rule isn't there to vilify or punish a player for wilfully handling the ball, it's there to ensure that a team who would otherwise have scored a goal aren't penalised for it hitting an opponent's hand, which can't be used outfield in the game of football. It's not really about whether someone sticks their arm out or whether they have time to get out of the way - if I take a cannon of a shot that's 100% headed for goal and it strikes a hand (unintentionally) on the way and deflects wide, by your logic should that just be a corner and not be a pen? Because the defender didn't know anything about it.

I get the logic if it's accidental and doesn't prevent the opposition playing as well, but this one, he's handballed it 3 times :D Stopped Ings running onto it in the box and seemingly moved his hand towards the ball.

Absolutley no idea what's the rule anymore tbh

No, denying a goal with your arm will always be a penalty but that is not the situation being discussed from the Liverpool game.

If that was at old Trafford or anfield in favour of the home team that's a pen, all day long and that's why you can moan about what the rule is or isn't but that's the main problem, certain teams get that decision while others don't, Liverpool and utd get that penalty, it's that simple and that's why it's bullshit

There's every danger Fernandes Salah and kane get a penalty for the tackle on Watkins last night and you can say that bollocks and just villa bias but we've all seen them get penalties for less

The lines are straight on the pitch at this angle too

You can't even see his foot! Can't call it from this photo. We need the angle they used, with proof of the frame used in relation to the ball being kicked.

Not just a danger, that’s 100% guaranteed a penalty for Man Utd or Liverpool.
