Well, you're right, there is no actually value given to it. The rules state "persistent offences (no specific number or pattern of offences constitutes “persistent”)" From my referees training course it was taken that this was 3 in a short time-frame, or a slightly higher frequency if there were spread out. However, fully agree that this gives the Prem refs the ambiguity to wriggle out of it for the top clubs that they favour.
