That's not practice - that's bias.

oh I totally think there is bias towards the top teams. they get away with so many small fouls all the time without anything given.

That says if X fouls are committed by a player then a booking is given? 

I've always just thought the rule was for "persistent fouling" which is stupid. If they stick an actual number on it then there's no grey area then.

64% possession to our 36% and neither side got any yellows. They had 12 fouls to our 8.

If you make 3 or 4 fouls you get a card even if its something small in the end. 

For the top teams this doesn't happen, Busquets, Rodri, Fabinho all do it with no punishment

My bad on the yellows but the point remains: They get away with it.

Oh, and they do NOT force teams into more fouls.

Yes 50% but still only 4 more fouls and no bias, neither team got booked.
