They've really picked up in the Eredivisie over the past couple of months. Ajax already have a strong brand, huge fanbase, history, Amsterdam. Their youth academy / scouting network is renowned. You wouldn't need to spend billions, just stop selling their best players each year. They can either sell these player's for half decent fees and reinvest that money, or the player's wind their contracts down and leave on a free. When I was a kid Ajaz were one of the biggest clubs around and the Dutch league the German league the Italian League, the Spanish league were all considered good league sticked with good players.
