You 100% can decide to press or not press charges. But only in minor matters.  

Police are allowed to resolves issues using "community resolutions".   An example would be catching some "yoof" scrawlimg graffiti on your wall.   If the "yoof" agreed to scrub the graffiti off to your satisfaction that could end the matter. 

In any criminal matter the Crown Prosecution Service are the people who decide if charges are laid.

Went to see "The Popes exorcist" today.According to the movie and other similar movies.The Devil takes over people all over the world and has been doing so for ages.My question is,if the devil can keep appearing on earth over and over again,why cant god do it al least once ?

   FYI. The movie is based on the book of the same name,by father Gabriel Amorth.He has written quite a few books on exorcism,all supposedly based on fact.
