It was measure from watkins elbow (essentially) so the same should be applied to the defenders as well.

What is it that you're not seeing here? Ollie Watkins can score with his head, or his chest, both of which are beyond the line created from the Albion defender's shirt-sleeve.

He was (marginally, fractionally) off-side. Which, because we have VAR, means no goal. Unfortunately.

You can be judged offside for a arm, but can't be played inside for a arm.  I.e baggies player has his arm out stretched
