Giving yourself a chance against a weaker opponent on game 3 is probably optimal. Boring but optimal. Would expect a lot of crazy game 3's in all groups since only two of them currently (France - Group D and Brazil - Group G) have teams automatically qualified. There's a few where first place is a highly likely (Spain - Group E and England - Group D) but for the most part, there's all to play for in a lot of these groups for all 4 places.
