If you’ve already purchased tickets you can attend - otherwise no new fans. All profit from each game is frozen.

Ticket sales for the rest of the season are not going to be huge money for Chelsea. I think that ban, if true is more political - to show not one more penny is going that way. But it's pointless because the entire asset is frozen - I imagine they will sell tickets again once this special licence is drafted and the details are worked out. It matters not - the main story is that Chelsea will be changing hands, and it will be one heck of a sale. Porno dwarves to swoop in?

working out a deal for government assistance as we speak

hammersmith and fulham council buy the club and porno dwarf rents it off them for £2k a month, all the profit is his, all the running costs are theirs

Money goes to her majesty's gov's bank account - held frozen, and given back to Mr A once he assassinates Vlad and pledges his loyalty to the good guys.
