Purely speculating but I don’t think FFP is not as black and white as people think. The football league want to ensure clubs don’t go bankrupt. They will discuss plans with clubs to decide if they are gambling with the clubs future or whether they have a sound plan to get back in the black.. Keith seemed impressive next to Tom Fox or Paul Faulkner, because he had actually done the job once before in his life - but it was a pretty low bar.
