You only have to start a project to comply with that planning requirement. Digging some footings is the normal way to achieve an official start, then the permission lasts in perpituity. But much more pertinently, these are the concourses they're putting into their new stand: https://www.dawnvale.com/projects/south-stand-concourse-etihad-stadium/ Just to be clear - these aren't a hospitality area, these are concourses - the basic facilities for all fans to use - these are the general access areas. The problem at Villa Park at the moment isn't that we're trying to keep up with other grounds in terms of our hospitality offering, it's that we're making no moves whatsoever so keep up with the likes of City and Spurs on our general concourse offering - on the things we offer to 90% of the supporters in the ground.
