His arm was up. It was probably a penalty, but if the ref thinks it's deliberate and it stops a goal, it's a red. I don't know in what situation it's a yellow, other than when the referee doesn't know whether or not it was deliberate. And the referee's indecision shouldn't factor in his determination of how to apply the rules of the game to events in a match.

Years from now there will be a discovery of match fixing. Too much money in the game, too much open betting, too many weird outcomes.
