It's traditionally Scotland, Wales, Cornwall, Brittany, Isle of Man, Ireland. I think what these groups have in common is that they all retained a Celtic language into modern times, so perhaps that's why NI misses out. Probably more accurate to just include NI as part of Ireland in this sense.
