This is rather apocryphal, there zero evidence of the claim and indeed there are people that will tell you that the opposite is true in that it spread from Britain to the Baltic region. It’s also not an exclusively Liverpudlian dish either, there are similarly named variants in the potteries and North Wales. Most of the Baltic variants of the dish aren't even really stews.
