If it was a the position of the administration rather than a personal thing he probably wouldn't need to scrub out the word himself on the script. This demonstrates that many people within the administration are using the normal word, that everyone else is using. Obviously yes, Trump is saying something different, and those most interested in toadying to Trump are copying him, but the more professional parts of the government are not.
