That would depend on your definition of the football world - FIFA, UEFA, Sky, BT et al make more money from a small but manageable group of teams providing enough competition to keep it interesting but enough consistency so that a kid in Ohio or Singapore or Mumbai doesn't lose interest because his team finishes twelth - the last thing they need are the kind of limits on squad size that would threaten that.
