Boehly is just the face of the owners, he’s not the owner in the same way that individuals own some teams.
 

Chelsea is owned by Clearlake Capital which is a private equity investment firm.  
 

Clearlake Capital gets its multi-billions by many wealthy individuals investing into them, including the Saudi government.

Chelsea's squad-building strategy is crazy. Only seven  players now remain from 2 years ago, and only three of those (Reece James, Chilwell, Thiago Silva) will probably be in the squad at the end of this transfer window. No way can you have any kind of team spirit/continuity with that rate of player turnover. It's like the entire thing is a huge bet that this pile of new players can just click and achieve their maximum potential all at once.

The irony of all this squad building with potential stars is that they sold Havertz to Arsenal, seemingly because he hadnt fulfilled his huge potential and his form had dropped off a cliff the last 12 months.  This is what happens. Some players who look like superstars can just level off or regress .  Good luck Chelsea !
