Not necessarily. The owners could just not be putting in any extra money for transfers so Bielsa has to balance the transfer budget this summer. FFP would mean that they are near the balance sheet limits imposed by the EFL.
I wouldn't be surprised if it's announced as £20m but with part of that being add-on's for example an extra X million if we stay up next season, another X million when he makes a certain amount of appearances etc. I can't imagine we'd pay £20m up front for him.
There appears to be genuine ITK's* that are saying this is a done deal and we are just waiting for him to come back from holidays in Burkina Faso or where ever he's gone. Also rumours Kalinic is off to Nantes so I doubt we would be shopping him around unless we had a replacement lined up.
You don't sign a £20m Goalkeeper and then put him on the bench. If Steer was good enough to be our regular starter we wouldn't be signing Butland in the first place.

He'll be a terrible signing for whoever ends up with him. He's won everything he wanted to win, he's on huge wages, his injury record is shocking and he was never as good a player as the price tag suggested.
We need a DM that can replace Whelan/Hourihane in the starting lineup and probably another midfielder too. I don't know much about this lad but he won't be the last player we are linked with this summer.
