I don't think it will have been a private matter between him and his conscience, feeling the weight of history like a very large turd moving through his colon.  It will have been an issue of tactics and timing, co-ordinated with others who are telling him what to do in order to support the larger goal.

Hoping to get elected by default. Its never worked before - but who knows in the current climate.
