Forgive my complete ignorance, but what is an overage player in this context?

No worries, I should've explained it, first year scholars (16-17 year olds), second year scholars (17-18 year olds), u16s and younger are allowed to play in U18s fixtures. Idem is a first year professional hence he is too old to play for the youth team but occasionally it happens

Is the rule just not very strictly enforced then?

The U18s are playing Bury at Gigg Lane this evening in the 4th round of The FA Youth Cup (7pm kick off). The u23s are also playing against WBA  (7pm kick off) at the Banks' Stadium.

There are live updates of the U18 game on Bury's twitter. Our twitter has updates on the U23 match, where we are 2-0 up thorugh Green and O'Hare, but hasn't even acknowledged the other game.
