Yeah they are, but with a release clause do we have much say in how they're staggered or are we obliged to accept whatever is offered? I'm sure they cant be ridiculous with the offer though.

He's a City boy, he's just talking casually to someone about wanting to go back to 'his' club someday. Nothing wrong with that IMO. Why mention it when you've only just swapped to a club that actually wants you to play for them and not one that's going to just let you rot on the bench because you're not good enough?
