Just allegedly commit so many breaches that no one can keep track or process them, a kind of football version of a Denial of Service attack on a website, and you basically get away with it.

Everton and Forest are in trouble for PSR breach covering the last 3 seasons and the change to December reporting period. City haven't breached in that time period. Their case is being dealt with separately with so many charges and the date is set for the hearing. People can argue whether they will or won't get punished sufficiently but kind of pointless. Might as well just wait and see, and hope they get severely punished
