Firstly as already pointed out, your figures are wrong and secondly the reason they aren't as high as you'd imagine is largely down to non-government factors in all honesty. It's down to idiots not wanting to get vaccinated. Born within streets from each other in the DIngle area same era they sound VERY similar. Modern Scouse is very different to that but again is still softer in the South than the North.
