The 'resources' were the different police farces across the country and as such it is right that the people who have to enforce totaliarism should be the people best placed to decide where such resources should be targetted. Framework deals are nice way of getting under the radar of the OJEU procurement process which ensures that contracts over a certain size have been correctly analysed and the budget expended is being used to get value for money. Once contracted through a framewok agreement the govt departments can hand out the money with rather less supervision. It's not unusual for a framework agreement to be offered to five contractors and all five to be found up to scratch. They are probably all equally capable, and I'm sure the govt will manage to deliver project within budget and on time. lol. Intersting to note that of the contractors approved, only IBM and thales have not been boot out of other govt contracts in the past 10 years. EDS and CSC have shown incredible incompetence in delivering projects, but hey, give them another chance.

  12. I doubt it for the reason that Derby have highlighted how great the gap will be without proper investment. It will be tough for either side who go up, and the squad will need alot of plastic surgery done to it, but I think being aware of the task ahead will ensure they'll be more competitive imo. They'll still down, but with maybe around 20-25 points rather that a pitiful 11. And city's owner has a rather large amount of dosh burning a hole in his back pocket. Very capable of splurging if he decides he wants the roller coaster to last more than one year.

  15. KO in an hours time. I'm in a kind of fix here, I want both teams to win. I remember travelling to bristol when they had the mabbutt brothers playing (and the running battles on the streets with their fans - but hey everyone had their troublesome section in those days). She was voted (by political scientists, not any representative grouping of people) "great" on the grounds that she was able to implement the policies she wanted, not on the grounds that her policies were any good. I do believe on the now pruned "blair - book of remembrance thread" that many of the tory posters were saying that labour had got rid of bliar because he was an electoral liability and argued against the fact that blair was a supreme electoral stratagy worker, and now these same tories are changing their shoes. The ideal result would be an all day running battle through th streets of moscow between the fans, spilling over into multiple pitch invasions, and the match being abandoned, english clubs being banned from europe for three years, the departure of torres, ronaldo, fabregas and cech's of the world into the italian and spanish leagues, the brankruptcy of manure, plop and arse as they are crushed by their debts and roman moving all of his money to somewhere he can compete once again in the chumps league. This gives us three years to build up our domination of the Premier League in time for us to return into the chumps league in 2011-2012.
