In the past England has had 4 good teams in the CL. This year there's only 2.

It' not just teams in CL, it's teams in Europa League and Europa Conference as well.

Right now Turkey and Germany are the top two. England are 6th. Table gets updated after every match day so it won’t look like this for long. 

That table is only updated based on results from last two nights.

This table also includes bonus points for qualification, England have moved to 4th.

For countries it's based on how many clubs they have competing in the competition.  England have 8, so our score is divided by 8.  AIUI it's there to provide an "average" for the country which can then be given to a club, like Aston Villa, who haven't played in Europe for a while and therefore haven't built up their own coefficient.  Basically it's complicated and boring and we probably don't need to worry about it until March or April.

Points are awarded as follows:

2 – All wins from group stage (UCL, UEL, UECL)
1 – All wins in qualifying and play-off matches (UCL, UEL, UECL)
1 – All draws from group stage (UCL, UEL, UECL)
0.5 – All draws in qualifying and play-off matches (UCL, UEL, UECL)
4 – Group stage bonus participation (UCL)
4 – Round of 16 bonus participation (UCL)
4 – Group winners (UEL)
2 – Group runners-up (UEL)
2 – Group winners (UECL)
1 – Group runners-up (UECL)
1 – Each round clubs reach from the round of 16 (UCL, UEL)
1 – Each round clubs reach from the semi-finals (UECL)

So, for Tuesday night, (1 point for Newcastle + 2 points for Man City) / 8 = 0.375.

From what I can see on Tuesday, both Germany and Italy got a win and a loss so would have got 2 / 7 = 0.286 points.  Can't see any nation that would have gained a full point.
