Felipe Estrada don't know what he is talking about.

The number of reported rapes increased by 13 percent between 2015 and 2016 according to the latest figures from the Crime Prevention Council. Over the past 20 years, the number of rapes reported has increased by several hundred percent. This is sometimes explained by the change in legislation that came into force in 2005. However, even when comparing 2006 by 2016, an increase of 56 percent appears. Another explanation for the increase is that there is an increased reporting trend, but according to CPC's latest security survey, reporting abilities have actually decreased in recent years. Additionally, this survey also shows a total increase in sexual offenses in recent years which is quite horrible, which should mean that the darkness is enormous. 

I can not understand what support Felipe Estrada has in the research to claim that the number of rape is decreasing. He is driven by a political agenda or not very good at statistics. Or both.

The increase in women's insecurity has never been so great in the Crime Prevention Council National Security Surveys. In the survey conducted last spring, 31 percent of women reported that they feel pretty or very unsafe as they go out into their residential area in the evenings. Are you referring to the article quoted on the previous page? Isn't 'Felipe Estrada' someone quoted in just two sentences of that article?
