Holding occurs at least technically on basically every play... it's a roll of the dice whether an official decides to throw the flag.Holding is probably the number 1 reason they call it the National Football Lottery. And PI for that matter. If the yard/spot would be a first down, then it's a first down. Maybe make PI half the distance to the spot.
