Privacy tab

I've a feeling we've been here before, but I couldn't find it with a search, so apologies if the answer's already been given. 

I have the blue 'privacy setting' tab permanently on the right of my (Android) VT screen. I've been in and clicked 'accept all cookies', but it's still there. Seems to have started just today.

It's a legal requirement, except no-one is really sure about the jurisdiction or what the penalties are.

I might remove it for donors as the only cookies you get are the functional and analytics ones.
