It's like having to explain why bookies make certain teams favourites when they're not the best side. This. It's not based on ability or who can beat who. It's absed on results. We fail at getting far in major tournaments, but England win a lot of games. We just don't do it when it matters. It's the same for every sport that uses rankings. The Elo Ratings (based on the method used to determine the best chess player in the world) are a bit better (and FIFA, for some reason, basically use the same method in their Women's rankings), though I think that this method doesn't take margin of victory into account as well as they could (I don't think only adjusting the K-value of a game based on the goal difference is the proper response; I'd also express the result in Jamesian sine terms: a 5-4 win is rarely going to be as dominant a victory as say a 1-0).
