It's two touchpads with haptic feedback.  I read a blog from somebody who has had hands on with it and it seems you can switch between analogue and digital modes where the pad will react to every touch as if its a mouse or just on presses as if it is a D-Pad.  If that works like I hope it works then it might render the current twin stick design obsolete.

I'm just trying to figure out how it would replace a keyboard, if that is what they're going for.

You can get around it by logging in and activating it while logged in using a UK based VPN. People have been getting away with it for years but I should probably point out it's against their ToS.

 

You can usually get someone to buy it in the UK and then 'gift' it to you and pay them via Paypal, but I'm not sure if that's possible with keys bought from Amazon instead of buying directly on Steam.
