Qatar as it will be far too hot/no infrastructure (or indeed INTEREST) in football there, Russia is far too big and has poor infrastructure(?). The poor infrastructure is one of the reasons they were awarded it. Whether that is right or wrong is up for debate, but FIFA have previously explained that they want a World Cup to be the trigger for stadia and facilities to be built.
