I keep seeing articles about how we hope to persuade Jack to stay, and similar being said about Kane at Spurs.

Let's be clear... in order for Jack to stay, all we have to do is nothing. Nothing at all, irrespective of the fact that there doesn't actually seem to have been a bid for either Jack or Kane. If / when a bid comes in, we just reject it.

You're trying to propagate that he has to move in order to play regularly for England, ignoring the fact that it's the manager holding him back not his club.

The decision isn't purely Jack's. 

WE (as in the club) have to be willing to sell him. If we're not, he simply cannot leave.
