Nope, the river is the RIver Cocker. It one of Dem things we say oop ere. Ey Up Cocker!

The West Midlands shouldn’t be categorised into North or South. Birmingham isn’t northern and it isn’t southern in terms of the identity of the city. The West Midlands has its own charm and identity to be left on its own without attaching it to the north or south.  It’s got more in common with northern areas though.
