Yes, I believe that's the case. For instance, players that you loan out to another club you wouldn't keep amongst your registered 25. Similarly, players that are definitely ruled out for the season, you could un-register so that you could register in their loan-in replacement/permanent-signing replacement.

 

From the Premier League Site:

"Normally Premier League clubs will need to register their final 25-man squad for the rest of the campaign the day after the transfer window closes, but because Deadline Day is the day before a round of fixtures, the deadline for submission of final squad lists will be 14:00 GMT on Wednesday 5 February 2020."

Teams register their squads twice a season, once after the summer transfer window, and then again after the winter transfer window, so if we want to we can leave Heaton and Wesley out of the squad for the rest of the season, meaning their places can be filled by two other players.

With Piatek moving the Hertha Berlin Selke is surely going to be on the way out there. Once regarded as having a fair bit of potential he's fallen off a long way in the past couple of seasons from that promise. Change of scenery could do him well wherever he goes.

€23 million for Piatek is very good business, we shouldn't be getting linked to players like Selke his goal scoring record is worse than Samatta's!

Had him in FM about 5 years ago. You''ll be glad to know he's due to win world player of the year in 2023.

Oh and the Bild is the german version of The Sun... Make of that what you will.

Is this a joke I have missed? Samatta has a goalscoring record of almost 1 in 2. You can question the level he’s played at but not his record...

Be interesting to see how Piatek's career goes from here. At the start of the window, the reports were that Milan wanted to recoup most if not all of what they paid for him - interesting to see now that they're willing to take quite a big hit to get him out.

Would WP be an issue this close to end of window? Or would the club risk a rejected WP after the fact, with no transfer made.

He's definitely a 'doer-upper' as far as players go. Seems to have lost his way a bit in the last couple of years after showing promise but then you could say the same about Mings. He'd be low-risk, in any case.

It will be interesting, and probably shows our interest/Spurs interest was just paper talk with no substance which is a shame as at that price I'd have loved the club to take a chance on him.
