The amount of pointless rules over there never cease to amaze me. Another reason is that the back of the car used to hang out beyond the wheels a lot farther than the front on old American cars. A lot of parking lots had grass median strips and it was impossible to cut the grass all the way to the curb when they were parked that way. Usually, it was just a rule for the parking lot or maybe a city ordinance for a municipal lot.
