Absolutely. 

I would see how things are come end of May.

We could potentially see a brand new pitch put down ready for the PL if we make it so no point really messing with it until then.

Whilst we are trying to get back into the Premier £eague we have other priorities. When/if we do I'm sure resources will be put back into it to get it back to it's usual pristine standard.

Speaking to the staff at Villa Park a couple of weekends ago, our award winning groundsman was head hunted by PSG in 2013 and his understudy at the time is now in charge, since then we have continued to win awards, in the season we got relegated, we won the award for the best pitch in the football league.  Last season we won best pitch in the EFL.  

While there they had the pitch covered and lighting rigs, they had reseeded the pitch and the setup created a green house effect.  They mentioned the fact the rain had really impacted the pitch in the last month .

Shame they never reseeded it the month before, it would look perfect now with all the rain we've had.  ;)

Just spotted this in the Mail:

The Birmingham Mail understands the condition of the pitch has started to deteriorate simply because of the age of it.

The current structure was originally laid 12 years ago and is now thought to be getting past its sell-by-date and in need of a new construction.

It cost in the region of £700,000 when it was installed in the summer of 2006 by Preston-based company, PSD.

The pitch is 97 per cent natural grass and three per cent DESSO, which are artificial turf fibres to hold it all together.

It is reseeded every summer.

The pitch is really dense, with the grass cut to 23mm so it is a fast surface, but despite the best efforts of the groundstaff the surface has become bobbly in places.

I understand that the pitch is grass interwoven with artificial grass that has now deteriorated to such a state that it is contaminated with bacteria which makes it stink and the only way to control the stink is to spray it with water infused with garlic. A new pitch will cost in the region of £1m and if we fail to get promotion will take a significant portion of any meagre transfer budget for 2018/2019.

Not for the EFL. as far as I can make out from reading the rules. I think you're right for the UEFA ones, though.

2               Permitted Exceptional Items

2.1           Championship Clubs can apply to the Fair Play Panel at any time for permission for any item to be included as a Permitted Exceptional Item adjustment (in accordance with Rule 4.2.7) in calculating their Fair Play Result.

2.2           The Fair Play Panel shall, subject always to Rule 11.3, have absolute discretion when determining any application made under paragraph 2.

2.4           The following items may be the subject of an application for treatment as a Permitted Exceptional Item under these Rules by a Championship Club:

2.4.1      The timing of transfer fund receipts and their subsequent use in financing replacement players (for example where a Championship Club recognises a transfer receipt in one Reporting Period but then utilises those funds for player purchases in a subsequent Reporting Period);

2.4.2      Post year end player sales proceeds which can be demonstrated to have been used to fund previous losses;

2.4.3      Costs (net of any insurance proceeds) associated with a career ending injury;

2.4.4      Exceptional litigation and associated professional fees;

2.4.5      Exceptional bad debts; and

2.4.6      Stadium revaluation losses or reversal of losses including depreciation adjustments to the extent that these are recognised in the profit and loss account in line with FRS 15 or equivalent International Accounting Standard.

2.5          By way of further illustration in the event a Championship Club suffers a material loss through, say, its major contracted sponsor being unable to fulfil its financial obligations under that contract or where a material bad debt arises through the liquidation of another football club both these items would be covered by 2.4.5 above.

2.6          The League may from time to time add to the list of Permitted Exceptional Items set out in paragraph 2.4 without requiring an amendment to these Rules.

2.7          The following items cannot be the subject of an application for treatment as a Permitted Exceptional Item under these Rules by a Championship Club:

2.7.1      profit / loss on the disposal of player registrations;

2.7.2      amortisation / impairment of player registrations (subject to 2.4.3 above); and

2.7.3      any costs associated with a change in team management including, by way of example and without limitation, termination payments to former managers, or compensation fees to former clubs.
