It's been the case for at least 10 years, I'd be interested to know when it was introduced. I played as a trainee in 1996 (was a goalie) and i can recall many times having players pulled up for offside from goalkicks. Im also pretty sure i remember one being given at villa park against middlesbrough in the early naughties But then its not something new that refs dont know the rules either!
