Wish I didn't have to.  It's for work on my Windows 8 laptop. IT guys have no idea what is going on.

It's almost always something in security settings in the control panel.

It is possible it's poorly written code which is expecting a specific (range of) version of the JRE.

Sorry, but you're asking me a windows question :) For me it's 

/etc/alternatives/ControlPanel

I guess that's the Java control panel in your terminology.

Do work of thin clients at your place or do you have proper desktops? (Do you log in on the computer and then log onto Citrix or something along those lines? 

Have you tried using a work laptop to run this as well to see if there are any restrictions?
