The problem, of course, is that if he was actually a suicide bomber, they don't tend to care much for the whole 'ask questions' bit and just blow themselves up when they're rumbled. A group in Brazil have recently pledged allegiance to ISIS and an alleged plot to attack the French team was reportedly uncovered. I'd imagine they've rounded up anyone they can connected to it all and one way or another they will be under lock and key until the games finish.
