    Which is the point of a CPO. To prevent essentially black mail like this. Personally I have no issues with a CPO as long as everyone is getting fair value. Have an independent appraiser come in and evaluate each house, then give 10% extra for the hassle. Ultimately a Villa redevelopment would be what is best for the area if it included a series of nice apartments, a shopping district, bars/restaurants/hotels and revamped public transport links.
