A group of "Patriots" stormed the capitol building because they believe that the government should stay. Supposedly the incoming government which is currently out of government rigged an election which took place under the current government. So in response the Patriots felt that they had to show the incoming government which isn't currently in government that they really want the outgoing government  which is currently in government to stay?

Interesting that it is the members of congress who are acting to prohibit the removal of troops from active overseas duty. This is clearly representing the people of the United States, in a similar manner to their policies on gun control and healthcare amongst others.

1: A complete psychological review of all armed service personnel and active  police force officers.

2: A complete ban on all guns in the US

Whoever holds the gavel in the Senate is considered "President of Senate" at that time. Hence they are addressed that way. After the speeches Pence buggered off and someone I'd never seen before was in the seat getting called Mr. President.
