This song is about an aging American rocker still touring on the circuit 30/40 years after his heyday (Think Jerry Lee Lewis / Dick Dale). The 'Hot Dog, Jumping Frog...' line is supposedly the hook in his most famous tune, which he's still performing night after night in small towns across the US. Hence the imagery.
